Scheduling Manager II to lead a team responsible for the
management, creation, and maintenance of complex, detailed and
resource-loaded program schedules (Integrated Master Plans, IMP,
and Integrated Master Schedules, IMS) within a portfolio of similar
programs. In this senior management level role as a Program
Planning & Scheduling Manager II, you will use your thorough
understanding of PM&C (Planning, Monitoring & Control)
operations within an EVMS environment and advise programs on
appropriate practices. You'll lead in the development,
documentation and use of consistent practices, share lessons across
the BAE Systems Combat Mission Systems (CMS) Scheduling team, and
partner with other functions to integrate relevant aspects of
PM&C, including risk management, EVMS and production planning.
You'll ensure portfolio team members are trained in CMS and
industry program planning practices to authoritatively provide
direction to program teams, and work closely with systems and
processes teams to develop tools that optimize efficiency and
quality of program execution. You will partner with the program
decision makers and leadership within their portfolio to ensure
they receive timely and actionable schedule intelligence in a
repeatable, consistent and easily absorbed manner. The work
performed by the team has a direct impact on the quality and
timeliness of deliverables to leadership and to the customer, and
heavily influences budget forecasting and overall estimates at
completion for all projects. You will have a strong impact on
processes and procedures within the portfolio team and will inform
the adoption of practices across the CMS Program Planning team,
contingent on governance body decisions and interactions with other
CMS functions. While having a deep understanding of program
planning in an EVM and production environment, you'll have a keen
focus on contributing to CMS business performance and securing
enterprise objectives. The Program Planning & Scheduling Manager II
is charged to:
- Lead a scheduling team of significant size (8-16) in support of
a portfolio of similar program types or large, complex programs of
strategic importance to the business. Provide clear expectations
for performance, be visible to your direct reports, and model our
three core leader expectations (set direction and deliver results,
collaborate to win, and take others with you);
- Establish, disseminate, and maintain documented common
practices for the type of program portfolio they lead. Share
practices with scheduling leaders from other programs and
portfolios to support a continuous progression of best
practices;
- Engage with the program directors and product leaders to ensure
the program planning function is meeting their expectations.
Explore other services the program scheduling team could provide to
benefit CMS business performance;
- Support program management tool development and implementation,
cross functional working groups, and maintenance of CMS policies
and procedures pertaining to planning, monitoring, and control of
projects;
- Maintain and share knowledge of leading-edge technologies and
techniques throughout BAE Systems;
- Communicate schedule and program management
guidelines/techniques to program teams;
- Clearly communicate issues and resolutions to project
management in both written, verbal, presentation format;
- Collaborate with functions (especially Engineering, Procurement
and Operations) to understand their processes and partner to
develop holistic solutions;
- Coordinate and participate in Master Planning & Scheduling
development activities including knowledge sharing sessions, group
meetings, industry events, etc.;
- Participate in team and functional activities including
training, coworker development, surveillance, tool evaluation,
process management, and continuous improvement initiatives;
- Develop relationships with the schedule stakeholders including
internal and external customers.Required Education, Experience, &
Skills
- Typically requires a Bachelors degree and ten (10) years of
related experience;
- Possess a deep understanding of all scheduling and schedule
analysis tools and processes including schedule structures,
horizontal/vertical integration, cost/schedule integration, initial
schedule and baseline development, resourcing, critical path and
SRA analysis, what-if planning, 14-point and EVAS analysis, and
customer reporting.
- Able to quickly master integrated program management processes
employed by BAE Systems and apply suitable external practices to
realize process improvements;
- Have an understanding of the applicable integration of
schedule, risk, earned value, and production management;
- Proven continuous improvement / learning mind-set, able to stay
informed about developing technologies, practices and opportunities
relevant to the programs;
- Strong interpersonal skills with an ability to influence and
work well with others and maintain an openness to other
perspectives and ideas;
- Ability to assemble and present data and multi-faceted matters
in a meaningful way to stakeholders outside of the Master Planning
& Scheduling team;
- Able to foster relationships and work and collaborate closely
with other functions to optimize processes and maximize the
availability of program information to business decision-makers
within the bounds of the portfolio type they support;
- Ability to establish, justify and negotiate schedule support
estimates for proposal development;
- Able to lead the design and implementation of holistic
solutions that support the programs in their portfolio with a
systems-thinking mind-set and ability to conduct root cause
assessments crucial to optimizing outcomes;
- Possess a thorough understanding of PM/PM&C foundational
concepts to ensure their solutions function within that
context;
- Ability to develop solutions to complex problems using
ingenuity and innovation;
- Ability to make decisions with sound judgment while complying
with policies and procedures;
- Proficient in Open Plan and MS Project or other planning
software;
- Thorough understanding of Earned Value Management
principles;
- Functional management ability including managing expectations
with internal and external customers and stakeholders;
- Proven track record of leading and developing direct
reports;
- Teaching, coaching, and mentoring experience and skills;
- Willingness to challenge and improve knowledge of industry
practices and standards as well as company policies.Preferred
Education, Experience, & Skills
- Bachelor's Degree in Project Management, Operations Management,
Business Administration or similar along with at least 10 years of
progressing responsibilities in planning/scheduling;
- Experience with AcumenFuse, AcumenRisk, Milestones Pro, Oracle,
and Cobra;
- Experience with program schedule forecasting and analysis in a
US Department of Defense (DoD) program environment;
- Thorough understanding of US DoD schedule policies and Earned
Value Management Systems (EVMS) requirements and familiarity with
DFARs;
- PMI-SP (Project Management Institute - Scheduling Professional)
Certification;
- PMI Project Management Professional (PMP) certification.Pay
InformationFull-Time Salary Range: $124080 - $210980Please note:
This range is based on our market pay structures. However,
individual salaries are determined by a variety of factors
including, but not limited to: business considerations, local
market conditions, and internal equity, as well as candidate
qualifications, such as skills, education, and experience. Employee
